Genshin impact it's a game multiplatform. That means you can login with the same account both in cell and not PC (PS4 not yet).
However, it may be that you have already started playing on mobile (Android or iOS) and do not know how to link your account and continue playing on PC (or vice versa).
See how to quickly link an account and create a miHoYo account to access on any device where Genshin Impact is available.
Step 1. Click the icon in the upper left corner of the screen to access the main menu.
Step 2. Click on the gear to access the settings.
Step 3. Choose the Account option.
Step 4. Click on “Press to continue” option under “User Center
Step 5. Choose the “Link” option
Step 5. Enter your email and tap on the “Get Verification Code” option. You will receive this code by email. Enter the code in the location below. 
Step 6. Enter the rest of the data (password and confirm password), check the option “I have read and agree…” and click on “Link”
Step 7. Point, it will look like this. You can set a username and cell phone later. But just with that, your App Store or Google Play account is already linked to miHoYo's for Genshin Impact.
Finally, when accessing the game on another platform, simply choose the miHoYo account option and enter the email and password you registered.
